Except as provided in Section 143(4) costs are not to be awarded by the Tribunal against a party (see section 146).

The Tribunal may order a party to pay costs incurred by the Tribunal if the Tribunal considers the party's conduct to be such that awarding costs is appropriate to deter similar conduct by that party in the future.
